SmithGroup JJR assisted Penn State with solving a number of critical issues impacting both the university and local community. The master plan concerns focused on vehicular access and parking, upgrading post-1960 campus sites, and future growth. Perhaps most significant was the need to blend the "Happy Valley" image with an academic institution of significant size in an agricultural environment. The master plan defines three hey areas: Campus-wide Opportunities, Three Sub-campus Areas, and Design Guidelines. JJR developed new physical patterns to allow major expansion of the core academic area to the east and west, expansion of pedestrian zones, parking and transit relocation. By creating general land use zones for the academic, agriculture and athletic sub-campuses, as well as the physical plant facilities, the gradual evolution and overflow of boundaries is now focused to permit future expansion. The most important element of the master plan is the creation of principles and guidelines to direct the flow of growth and development without restricting the freedom of the campus community to participate in the process. The design guidelines serve as a link between the current master plan and its future implementation by providing a "how-to" approach to attaining desired visual objectives. |
